Fines for Failing to Comply

As of 1st July 2021, when a brand new, renewed or varied contract is signed on a Waipukurau rental property, all Healthy Homes compliance work need to be completed by the end of 90 days.

Waipukurau Healthy Homes Compliance Timeframes

Tenancies signed between 1 July 2019 and 30 June 2021

  • Ceiling and underfloor insulation is compulsory in all Waipukurau and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included in any renewal, new or varied tenancy agreement.
  • Property managers and landlords have to keep records of their the compliance with each Healthy Homes Standards that apply or will be in force throughout the tenancy period of your rental home.

Starting 1 July 2021

  • Property managers and private landlords have to make sure their rental properties conform to the Healthy Homes Standard within 90 days of a renewal, new or a change in lease.
  • All the boarding households (except Kainga Ora and registered Community Housing Provider Boarding household tenancies) are required to comply with Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2023

  • All households let from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy began.

From July 1st 2024

  • All rental houses have to meet the Healthy Homes Standards regardless of the date when the tenancy started.

Heating Waipukurau

Rental properties in Waipukurau should have a permanent source of heating that can heat the living room to at least 18 degrees Celsius, even on the coldest winter days. If the main living room already has a fixed heating source, like the heat pump, it may require a top up in order to comply with the standards. Some types of heaters can’t be used to meet the standard because they’re not efficient, cost prohibitive to operate or unsafe to operate.
