Fines for Failing to Comply

When do I require to be in compliance with my Healthy Homes Standards?

Hastings Healthy Homes Compliance Timeframes

Tenancies signed between 1 July 2019 and the 30th June in 2021

  • Underfloor and ceiling insulation is required to all Hastings and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent as well as an Insulation Statement, and an Insurance Statement must be included with any renewed, new or modified tenancy agreement.
  • Property managers and landlords must keep records of their the conformance to all Healthy Homes Standards that apply or will apply throughout the tenancy period of the rental property.

From 1 July 2021

  • All homes that are rented out through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rental houses are required to comply with Healthy Homes Standards regardless of the date when the tenancy started.
Unreasonable Gaps & Holes

Heating Hastings

Hastings rental properties require a reliable source of heating that can heat the main or largest living area to at minimum 18 degrees Celsius, even on the coldest winter days. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source requirements to be fixed (i.e. not portable) that is, at minimum 1.5 horsepower in capacity, and it must have the minimum required heating capacity for the main living space. In most houses, larger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters are needed. Insulation Hastings

The insulation of the ceiling and underfloor is mandatory on all rental homes since 1 July 2019. All landlords and property managers must make sure the insulation meets standards that are in line with the latest standard. In some cases, existing ceiling insulation or insulation in the sub floor space might require to be replaced or replaced.
